This table shows how someone's effective tax rate increases as their taxable purchases increase above their household poverty level.  The Prebate allowance removes the basic tax cost on necessities for everyone, making it a voluntary progressive tax despite paying a flat rate on all purchases.  The MI FairTax treats everyone equal; no tax on basics and everyone pays the same rate at the counter.
